This position is for a IT Business Analyst/ Project Manager within the Markets Data, Business Risk and Control Technology Organization. The solutions developed by this team are used to detect possible market abuse incidents, supervise and set the appropriate controls for Markets and Security Services (MSS) Chief Administrative Office, and various business risk and controls functions. We are looking for a talented professional with a balance of technical and business acumen with past experience as a Business Analyst and Project Manager. The candidate will be a core member of the technology team where they will partner closely with global stakeholders from Markets Product Chief Administration Office to exchange information in a concise, logical and understandable way in order to guide the development of innovative Risk and Controls technology solutions.

Responsibilities:

Responsible for the overall direction, coordination, implementation, execution, control and completion of specified projects ensuring consistency with Citi project management governance
Develop & maintain SDLC documents like Project Charter, Project Plan, BRD, UAT Approvals, Program Charter, RAID Logs, RACI Diagrams , Stakeholder Management Plan , Functional Requirements, Scope Document, Iteration Feature List, and Lessons Learned
Ensures resources are assigned to project & monitor commitment
Ensures change control is executed throughout project
Identifies, documents, and understands project dependencies Identify key stakeholders who participate in project scope definition
Run Daily Scrums
Provide in-depth and sophisticated analyses with interpretive thinking to define problems, develop innovative solutions and influence strategic functional decisions
Partner with Senior Business stakeholders to formulate projects, technology deliverables , and roadmap planning
Consult with business users to determine functional requirements and recommend appropriate enhancements to current systems and workflows by analyzing business processes and industry standards
Record and organize technology book of work, enhancement requests and issues in JIRA
Conduct analysis on large dataset ensure completeness of requirements and identify edge cases
Identify and communicate risks and issues and propose risk mitigation options, considering business implications
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm’s reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency
React to queries from users related to technology applications supported
Become familiar with user interface screens, details and underlying data and processing, and develop subject matter expertise of the front to back ecosystem
Maintain a prioritized development backlog and partner with project and delivery leads to organize backlog items into sprints
Assisting the QA team in generating scenarios for effective and thorough testing
Delivering material/presentations to Senior Management, internal
Qualifications

6-10 years of experience in project management, primarily in financial services
Excellent Project Management skills, Planning, and Personal Organizational Skills
Basic knowledge of Secondary Markets
Good understanding of Various Project Management area (Requirement management, Risk Management, Resource Management, Project Integration Management, etc)
Ability to work with off-shore team
Strong experience writing Business Requirement Documents Required
Proficiency in MS Office (Word, Excel, Visio, PowerPoint) with experience using Excel for data analysis
Experience with all phases of Software Development Life Cycle
Experience writing SQL
Prior experience working with front office stakeholders (Sales, Traders) or finance/product control teams
Experience with Project management tools – JIRA, TFS, or MS Project
Effective communication skills (verbal & written) in a clear and concise manner with various stakeholders including but not limited to Project Status , Requirements, Steering Committee Meetings
Self-motivated / team player that works well with individuals-groups in a complex, global organization
Ability to build relationships and negotiate solutions while liaising between business, operations, technology
Ability to work in challenging & demanding timelines
Nice to Haves

Experience working in Risk Management, Compliance, or Risk & Controls
Understanding of distributed Systems, APIs, and System Design
Education:

Bachelor’s degree/University degree or equivalent experience
